Elizabeth S. Bouchard Maritime Policy Advisor Elizabeth S. Bouchard joined International Registries, Inc. (IRI) in the fall of 2008 as a Maritime Policy Advisor. Ms. Bouchard serves on the Marshall Islands delegation to the International Labour Organization (ILO) on Maritime Labour Convention, 2006 (MLC, 2006) matters. Most recently she participated in the Preparatory Tripartite MLC, 2006 meeting held in Geneva last September. She is also a member of the Joint ILO/IMO Working Group on Medical Examinations of Seafarers and Ships’ Medicine Chests. Ms. Bouchard is responsible for drafting many of the Marshall Islands marine notices and guidelines, including those for MLC, 2006. She assists Marshall Islands ship owners and operators in understanding and complying with the MLC, 2006 provisions on a daily basis. Prior to joining IRI she worked for a number of different international and national consulting firms, established The SEALAW Group, a maritime and environmental regulatory compliance firm, and was Director of Vessel Operations and Maritime Initiatives for the Transportation Institute. Ms. Bouchard received her Bachelor of Arts in Biology with Honors from Kenyon College and her Master of Arts in Marine Affairs with a concentration in maritime transportation from the University of Virginia. Ms. Bouchard is a member of the Women’s International Shipping and Trading Association (WISTA). Mr. Dani Appave Senior Maritime Specialist ILO Sectoral Activities Department Born in Mauritius in 1955 and joined the merchant navy as a Deck cadet in 1971. After serving at sea (1971-80) and sailing as Chief Officer, graduated with a BSc in Maritime Commerce at the University of Wales Institute of Science and Technology, Cardiff, Wales in 1983. After a couple of years with UNCTAD, joined the ILO Secretariat as one of the ILO’s Maritime Specialists in 1985. Was Director of the ILO Office in Islamabad, Pakistan (1998-9) before coming back to the ILO's maritime activities. As Senior Maritime Specialist, he has been involved in maritime labour issues dealt with by the ILO in shipping, fishing, ports and inland waterways. Has prepared a number of reports for these sectors and was involved in the adoption of all the related ILO Conventions since 1985. Recently, most of his time has been devoted to the Maritime Labour Convention, 2006, the Seafarers’ Identity Documents, 2003 (No.185) and the Work in Fishing Convention, 2007. Since then, has continued to work on the promotion and application of these Conventions.
